Your State Health Insurance Advisory Program (SHIP) is a federally funded, state-administered program that helps Medicare recipients understand their rights and options for health care. Free counseling is available by phone or in face-to-face sessions.
All states and territories have some sort of SHIP program. SHIP started as a way to inform Medicare beneficiaries about increased choices in Medigap plans, and it has expanded to offer advice on:
- Enrollment in Medicare prescription drug plans
- Medicare Advantage options
- Long-term care insurance
- Medicare claims and billing-problem resolution
- Public benefit programs for those with limited income and assets
- Medicare fraud and abuse.
