My neighbor pled guilty to 222 separate incidents of criminal mischief (vandalism) to my home. Could she be sued under her homeowners insurance for the physical damage to my property and emotional distress? She did this for three years and filed lawsuits against me for the condition of my property that she was responsible for causing.

No, her homeowners insurance covers damage to her own dwelling, and certainly doesn't cover intentional acts like vandalism that she commits on others' property. If you sue, you'll be suing her personally, and her personal assets, not her insurance coverage, would be at stake.
