I hit someone in the rear. I have liability insurance and so does she. Will her insurance pay to fix my car?

Rear-end collisions are usually the fault of the rear-ender. That's you. So assuming you are at fault here, your liability insurance will kick in to pay for damages to the other vehicle.
As for your own car, you'll need collision coverage if you want insurance money. You'll have to pay your deductible.
